Supervisory Computer Engineer is
responsible for acquiring high value,
highly important, and highly complex
systems of hardware and software in
support to the Company mission.

Description:
The
Supervisory Computer Engineer will perform all or some of the
following Job description:
-
Assist and augment acquisition
professionals in acquiring
appropriate major computer and
software systems; assist program
offices in the technical development
of acquisition requirements; and
monitor contractor progress in
completing contract actions
-
Apply information management and
program analysis tools and skills in
support of complex and interrelated
programs
-
Utilize skills as well as an
in-depth knowledge of government and
contractor operations to support
Company program offices in
developing coherent and
comprehensive contract requirement
packages
-
Work with the program offices in the
acquisition definition phase to
establish plans for the strategic
development of their projects and
assist in setting long and short
term goals
-
Develop per-award documentation to
acquire IT services, cyber security,
and computer hardware and software
-
Analyze and report the state of
projects relative to the funding
guidance and project timelines
-
Apply expert knowledge related to
information/software systems
architecture, reuse architecture,
component-oriented software
production, large scale applications
systems development,
information/software project
management, risk management,
software process models, software
engineering technologies, and
computer aided systems engineering
(CASE)
-
Responsible for supervising,
managing, and directing the work of
the organization
-
Responsible for issuing supplemental
directive and instructions;
establishing and directing the
implementation of policies,
procedures, practices, and methods
within the framework of existing
regulations and policy; rendering
authoritative decisions on matters
referred by employees and customers
-
Assign work to subordinates based
upon priorities
-
Assure that technical requirements
and accuracy are met
-
Evaluate performance of subordinate
employees, and provide advice and
counsel on both technical and
administrative matters
-
Interview candidates subordinates
positions, make selections and
decisions on appointments,
promotions, or reassignments
-
Approve leave, hears and resolve
major complaints
-
Effect warnings and reprimands,
identify training needs, and arrange
for development and training
requirements
-
Reallocate resources among office to
satisfy program or staffing needs
-
Implement office equal employment
opportunity action plans and safety
programs
-
Exercise leadership in developing,
implementing and reviewing processes
and procedures to monitor program
effectiveness and efficiency.

Knowledge of advanced concepts,
principles, disciplines, and
practices of computer engineering to
support a full range of computer
engineering functions relating to
state-of-the-art (information
Technology) IT systems and
subsystems

Knowledge of IT and software
development life-cycle management,
systems engineering, and acquisition
regulations, practices, and
procedures to provide guidance and
expertise to subordinates as well as
to advise to program/project
managers, professional engineers,
and doctors on performance
requirements and major operating
characteristics of IT systems and
programs
-
Ability to communicate orally and in
writing to develop, plan,
coordinate, and ensure system and
program requirements are properly
identified and documented to
guarantee success of broad and
complex IT systems and programs; and
the ability to interact effectively
with program offices, high level
Company officials and major systems
providers

Ability and expertise in organizing
and supervising subordinates in
order to accomplish specified
objectives.

Ability to work cooperatively yet
forcefully to accomplish stated
missions and goals, to develop and
use definitive performance plans for

Minimum Education Requirements /
Certification / Licensure For
Supervisory Computer Engineer Job
-
Successful
completion of a professional
engineering curriculum leading to a
bachelor's or higher degree in
engineering in an accredited college
or university.

OR
Combination of education and
experience - college-level
education, training and/or technical
experience that furnished (1) a
thorough knowledge of the physical
and mathematical sciences underlying
professional engineering, and (2) a
good theoretical and practical
understanding of the engineering
sciences and techniques and their
applications to one of the branches
of engineering.
