Health Information Technology Standards Principal Job Description

 

 

 

Job Summary:

The Health Information Technology Standards Principal will be responsible for providing analysis, design and construction of the next generation of heath IT systems and processes. He/She will work with the customer groups in determining the best approaches for providing healthcare IT solutions. Customer needs in Health IT will range from clinical to device and regulatory reporting areas.  

Job Description:

The Health Information Technology Standards Principal will perform all or some of the following Job description:

  • Analyze, design and incorporate health standards into data management solutions that follow best practices and formal methodologies

  • Analyze, design and maintain relational database systems, non-relational database systems and data warehouses, defining information sharing standard schemes. (Includes database architecture in the context of SOA and cloud computing)

  • Work collaboratively with multi-functional teams, including functional analysts, architects, developers and healthcare subject matter experts

  • Perform evaluations of products and solutions; make rational design decisions from both business and technical perspectives; and communicate recommendations to clients

  • Participate in strategic analysis, planning and execution of IT enabled health solutions

  • Lead and interface directly with clients as necessary in the execution of duties. 

Minimum Requirements / Knowledge / Skill For Health Information Technology Standards Principal Job

  • Experience with Health IT Standards including HL7
  • Exposure to device standards and regulatory reporting health requirements
  • Demonstrated experience with data architecture, hands-on development, COTS implementation/integration, system administration and data migration
  • Experience SOAP-based and RESTful web service design and development
  • Proven and strong experience with information technology data standards including XML, XML Schema, and JSON
  • Strong problem solving skills
  • Effective written and verbal communication skills, with both technical and non-technical audiences
  • Demonstrated experience with healthcare standard codes, which may include RxNorm, LOINC, SNOMED-CT, ICD-9/ICD-10, CPT and DICOM
  • Demonstrated experience with healthcare data standards such as HL7 CCD, HL7 v2.* Messages, HL7 v3. RIM, HL7 CDA, ASTM CCR, QRDA and DSM-IV
  • Experience with SQL or map-reduce for data extraction from relational and document-based databases
  • Demonstrated experience with data design and modeling and mapping distributed data sets for purposes of data migration
  • Experience with the following software technologies: Ruby, Ruby on Rails, Java, J2EE, MongoDB, LUNIX/UNIX-based operating systems, HTML and AJAX
  • Demonstrated experience designing or building a metadata repository that meets IT and business user needs
  • Previous experience with healthcare systems, databases and interfaces in hospitals, clinics or with a healthcare system vendor
  • Knowledge of the NIEM data framework
  • Experience with XML Schematron validation
  • Working knowledge of quality measurement eSpecifications is a plus
  • Experience with open source software development licenses and leading an active software development community is a plus
  • Overnight travel up to 10% of the time.

Minimum Education Requirements / Certification / Licensure For Health Information Technology Standards Principal Job

  • BS and 7 years of related experience or MS and 4 years of related experience or PhD and 2 years of related experience
  • Certification or accreditation as an agile program manager, or scrum master desirable.
